Transportation Needs and Deficiencies Study

 

Study Overview

The CT DOT is conducting a Transportation Needs and Deficiencies Study of the area around Route 15 at Interchange 59, Route 63, and Route 69 in the City of New Haven and the Town of Woodbridge.  This Study was initiated as a result of the traffic congestion and high crash rates in the study area.  For example, CT DOT 2003-2005 crash records indicate six high-accident locations in the study area.  They are:

1. Route 69 at Pond Lily Avenue and the Route 15 Southbound Ramps

2. Route 15 at Route 69 (Interchange 59)

3. Route 69 between the Route 15 Southbound Ramps and Merritt Avenue

4. Route 69 between Route 63 and the Route 15 Northbound Off-Ramp

5. Route 63 between Fowler Street and the Drive to Amity Shopping Center

6. Route 63 at Route 69 and Wright Street

With goals to improve safety and reduce congestion, the study will complete a number of tasks including:

  • Identifying existing transportation conditions - including traffic level of service, safety, and the existing interchange configuration.
  • Identifying potential social and environmental constraints - to be considered when evaluating alternatives and developing recommended actions.
  • Making practical recommendations – based on future (year 2030) travel demand and needs and evaluating the alternatives.

The Study will result in a plan of recommendations for the interchange and surrounding roadway network from which improvement projects could be prioritized and constructed in future years.

About the Study --- Project Team

The Project Team is organized around meeting the goal of improving safety and reducing congestion in the Route 15 Interchange 59 area. The Project Team consists of CT DOT and the consultant team. AECOM is the lead firm of the consultant team and has joined with two other firms. Team members are well known for their professional expertise as well as their understanding of local issues and community needs. Each firm and its roles are listed below:

  • Fitzgerald & Halliday, Inc. (FHI) – Public Participation, Environmental Screening
  • Vanasse Hangen Brustlin (VHB) – Interchange Design
